FSIS is explicit that even small amounts of frozen food, such as a pound of ground meat or a package of boneless chicken breasts, require a full day in the refrigerator. A naive weight-times-rate model would happily tell you that a 1-pound package thaws in 4.8 hours, which is wrong and would encourage people to start far too late. The second idea running through this page is the danger zone. Worked Example: a 14-Pound Turkey for Thursday Dinner
Suppose a 14-pound frozen turkey has to be in the oven at 1 p.m. on Thursday. Refrigerator thawing gives a low estimate of 14 × 4.8 = 67.2 hours and a high estimate of 14 × 6.0 = 84 hours. Eighty-four hours is three and a half days, so the bird has to move from the freezer to the refrigerator by about 1 a.m. on Monday. In practice you would move it Sunday evening and accept that it may finish early; FSIS allows a thawed turkey to sit in the refrigerator for another one to two days before cooking, so finishing early costs you nothing.
Now suppose you forget until Thursday morning. Cold water gives 14 × 0.5 = 7 hours at the fast end and 14 × 1.0 = 14 hours at the slow end. Seven hours starting at 6 a.m. just barely reaches a 1 p.m. oven, and it commits you to changing the water 14 to 28 times, once every half hour, for the whole stretch. The bird has to be sealed in a leak-proof bag and fully submerged, and it has to go straight into the oven when it is done, because cold-water-thawed food may not be refrozen raw.
The microwave is not an option here. At 8 to 10 minutes per pound a 14-pound bird would need roughly 1 hour 52 minutes to 2 hours 20 minutes of defrost time, and long before that the wings and breast surface would be cooking while the cavity stayed frozen. That is why the calculator flags any microwave entry above 4 pounds. Refrigerator thawing keeps the entire item below 40 degrees Fahrenheit for the whole process, so nothing ever enters the danger zone. It is the only method that leaves you slack afterward: ground meat, stew meat, poultry and seafood stay safe for another day or two once thawed, and red-meat cuts such as roasts, steaks and chops stay safe for three to five days. It is also the only method after which raw food may be refrozen without cooking, though the texture suffers. Set the refrigerator to 40 degrees Fahrenheit or below, put the item on a tray or in a container so drips cannot reach ready-to-eat food, and give it a full day for every 4 to 5 pounds.
Cold-water thawing works because water moves heat into the food far faster than still air does. The requirements are strict. The food must be in a leak-proof bag so that bath water cannot get in and bacteria cannot get out. The bag must be fully submerged in cold tap water at 70 degrees Fahrenheit or below. The biggest limitation is that weight is a proxy for thickness. Heat has to travel from the surface to the geometric center, and that distance scales with the smallest dimension of the item rather than with mass. Two 4-pound packages, one a flat slab of ground beef and one a compact rolled roast, will not thaw at the same speed even though the calculator gives them identical numbers. The published low-to-high range is an honest attempt to bracket that spread, but it cannot eliminate it.
Several other assumptions are baked in. The refrigerator is assumed to hold 40 degrees Fahrenheit or below; a warmer or heavily loaded refrigerator thaws faster and less safely.
